Generative AI is most effective when we deal with processing large amounts of data – the neural network does it faster and more efficiently than a human. Public administration is no exception in this sense.
Already now neural networks are being actively implemented in the analysis of medical (development of treatment recommendations) and satellite (deforestation, illegal content writing service construction, use of agricultural land, weather forecasting) images, in territorial planning (search for optimal locations for the construction of new schools, clinics and other social infrastructure).
In my opinion, the most striking project of 2024 in terms of the use of artificial intelligence in public administration is
And also the provision of public services using the voice speakers "Alice" and "Marusya".
According to the new national project “Data Economy”, which will replace the “Digital Economy”, by 2030 the volume of services in the AI sphere should grow fivefold (up to 60 billion rubles), and the volume of the data market will amount to 7% of GDP.
The new national project will pay special attention to the development of large generative models for their implementation in key sectors of the economy, increasing the computing power of supercomputers located in Russia, and interaction between developers from Russia and “friendly” countries.
The implementation of AI technologies is included in the digital transformation strategy 2030 in many industries. For example:
Transport: neural networks will analyze road traffic, build optimal routes, be used in smart contracts using distributed ledger systems to track cargo and exchange legally significant data, and in the development of unmanned vehicles. Such conditions are listed in the Russian government order No. 3097-r .
According to the Russian Government Order the agricultural industry and fisheries are planning to use machine vision technologies, the Internet of Things, big data analysis and AI, cloud computing, and remote sensing of the Earth to reduce costs and ensure increased crop yields and labor productivity.
Cabinet document regulates the implementation of AI in six projects in the cultural sphere: “GOSBilet Service”, “Unified Library Ticket”, “Digital Cultural Profile”, “Cultural Region, Standard Cloud Solution”, “Interactive Cultural Assistants”, “Domain “Culture”.
Today, Russia is among the top ten countries with the most advanced level of digital maturity in public administration. And in my opinion, its special feature is that
THE DEPTH OF DIGITALIZATION OF GOVERNMENT SERVICES OFTEN OUTPACES COMMERCIAL SYSTEMS
This means that the implementation of AI-based solutions in public administration will be an important driver of technology development in the country as a whole.
